Jim Simon, PE, QSD, CCM

Jim is a construction management leader with nearly 40 years of experience representing owners on complex transportation infrastructure projects throughout California. His work spans highway, bridge, rail, transit, industrial, and residential infrastructure, with deep familiarity with Caltrans standards, policies, and procedures.

Jim’s core strengths include construction management leadership, structures and roadway expertise, constructability review, schedule, change order and claims analysis, shoring and falsework review, and clear stakeholder communication. He has overseen all phases of highway and interchange construction, including bridge removals, roadway widening and new alignments, and stage construction.

Known for practical judgment and strong communication, Jim works effectively with internal teams, clients, agencies, contractors, and specialty consultants. He brings a disciplined, technically grounded approach to project delivery and a consistent focus on safety, quality, coordination, and risk reduction.
