Mark Thomas provided engineering design and environmental clearance for infrastructure improvements along more than 2.5 miles of West Capitol Avenue, from the I-80 ramps to Jefferson Boulevard, and on a segment of Jefferson Boulevard under US 50 to Park Boulevard. The corridor had deteriorated significantly, with failing pavement, high speeds, sidewalk gaps, and a troubling collision history, including six fatalities in five years.
Our work included Complete Streets design, reducing travel lanes to create space for pedestrians and bicyclists, adding ADA-compliant curb ramps, mid-block crossings, and enhanced crosswalks. We designed Class II buffered bike lanes and Class IV protected bikeways, incorporating green conflict zone striping and bike boxes. On Jefferson Boulevard, improvements required Caltrans coordination and an encroachment permit to implement bike facilities and intersection upgrades. Pavement rehabilitation strategies were tailored to the corridor’s existing wear and maintenance history.
