Description

Mark Thomas led the delivery of the US 101 Managed Lanes South project in collaboration with Caltrans District 4, converting 6 miles of existing HOV lanes to express lanes from San Antonio Road to Whipple Avenue, and constructing 16 miles of new express lanes from Whipple Avenue to the I-380 Interchange.

Our team provided full engineering services throughout the project lifecycle, including PID, PA&ED, and PS&E phases. We evaluated managed lane alternatives, developed toll system designs, managed hydraulic and utility coordination, and supported mitigation planning and re-evaluation. The project required close coordination with Caltrans, VTA, MTC, 11 cities along the corridor, and the CM/GC contractor. Through regular collaboration with the system integrator and other partners, we helped ensure seamless tolling integration and constructability.
