Description

Mark Thomas led design for the Silicon Valley Express Lanes Phase 2 project, converting approximately 5 miles of eastbound and westbound HOV lanes to express lanes between the Mathilda Avenue Interchange in Sunnyvale and the Zanker Road Interchange in San Jose. This phase extended the express lanes network westward from the SR 237/I-880 Express Connectors (Phase 1) and included design and integration of electronic toll system (ETS) infrastructure, toll readers, dynamic toll rate signage, freeway sign structures, CHP observation areas, express lane pavement delineation, CCTV surveillance, vehicle detection systems, and supporting electrical and communication networks.

Mark Thomas managed all project phases from PID, PA&ED, through final PS&E, meeting all critical milestones and delivering the project, while maintaining full coordination with Caltrans, VTA, and regional stakeholders.
