Mark Thomas led the PA&ED and PS&E phase of this large, complex freeway-to-freeway interchange project. The purpose of the project was to reduce congestion through the interchange complex, reduce the amount of cut-through traffic on local roads, accommodate an expansion and relocation of the Cordelia Truck Inspection and Weighing Facility (Truck Scales), encourage the use of high-occupancy vehicles, improve safety conditions and improve the local arterial network so local trips remain off the interstate. The project limits covered 13 miles of freeways and highway including 6 miles of I-80, 3 miles of I-680, and 4 miles of SR 12, including three freeway-freeway interchanges and six local interchanges.
Our team developed a strategy centered around obtaining CEQA clearance on the ultimate, financially constrained project to allow right of way preservation, and to obtain NEPA clearance, on a fundable, first-phase alternative. As opportunities for funding and projects with independent utility were identified, they were separated out and accelerated. These include:
- I-80 HOV Project. We led the environmental clearance and final design for 8.5 miles of HOV lane and widened several bridges.
- I-80/I-680/SR 12 Initial Construction Package. We led final design of the first phase of improvements.
- I-80/I-680/SR 12 Package 2. We cleared this project, prepared the successful TCEP Cycle 1 grant application and CM/GC application, and prepared initial concepts with Caltrans.
- Cordelia Commercial Vehicle Enforcement Facility. We developed conceptual geometric layouts, cleared the project, and prepared the successful TCEP Cycle 2 funding application.
- SR 12 (West)/Red Top Road/Business Center Drive (Package 5). We are providing environmental revalidation, final design, and funding support.
