Mark Thomas provided construction management services for this high-priority project for Tehama County, addressing longstanding traffic, safety, and access issues at one of the most critical junctions in the region. Located near the southern entrance to the City of Red Bluff and adjacent to St. Elizabeth Community Hospital, the interchange plays a vital role in providing reliable access for local residents, commercial traffic, and emergency medical services. Prior to the project, the interchange faced recurring congestion, limited turning capacity, outdated signals, and inadequate facilities for pedestrians and bicyclists. These conditions created delays for all users, including ambulances and first responders traveling to and from the hospital.
The project delivered significant infrastructure upgrades designed to improve traffic operations, safety, and connectivity. One of the central features of the improvements is the construction of a new roundabout, which enhances traffic flow and reduces conflict points, leading to safer and more efficient travel through the corridor. Additional enhancements include widened approach roads, upgraded signal and lighting systems, improved pedestrian and bicycle access, and modernized stormwater infrastructure. Utility coordination and environmental compliance were carefully managed throughout the process.
