Mark Thomas prepared programming, project approval, and construction documents (PSR, PR, FHWA Concept Approval Report, and PS&E), including the environmental document (EIR/EIS), for this 3.2 mile extension of Cosumnes River Boulevard in South Sacramento, including a new interchange at I-5 and a 945-foot overhead structure spanning UPRR and Morrison Creek.
The project included constructing a four to six-lane road, railroad overhead crossing, creek and wetlands crossing, five intersections, and new L-9 interchange that connects to I-5. The project was a large coordinated effort between the City of Sacramento and the developer that owns the majority of the property needed for the project.
Per FHWA and Caltrans requirements, the project was environmentally cleared for the entire project; however, separate construction documents were developed for the Caltrans interchange and the City local arterial. This gave the City the option to bid the packages together or separately and the ability to address issues with the extension at the local level without the requirement of Caltrans approval. Various permits and approvals were required for the project, which required coordination with a number of agencies. In total, the project required consensus from 50 stakeholders.
