Description
Mark Thomas is leading preliminary design and environmental clearance for critical improvements to the I-215/Harley Knox Boulevard Interchange. The project addresses traffic congestion that has escalated due to rapid commercial and industrial growth in the Perris Valley Commerce Center Specific Plan area and nearby warehousing developments. Harley Knox Boulevard serves as a vital regional connector to I-215, and increased traffic volumes are creating delays for workers, freight operations, and emergency response vehicles.
The project is designed to improve access and circulation for key employment areas and enhance goods movement at both regional and inter-regional levels. Planned improvements include ramp realignments, additional turning movements, bridge widening over I-215 and the adjacent railroad, and construction of on-ramp metering and retaining walls to reduce right of way impacts.
The project also prioritizes multi-modal transportation by incorporating dedicated bicycle lanes and ADA-compliant pedestrian facilities, improving connectivity and equity along the corridor. These enhancements aim to reduce traffic spillover to local streets, facilitate efficient freight travel near the March Air Reserve Base/March Global Port, and improve overall mobility and safety in the region.
