The American Society of Civil Engineers Orange County Chapter awarded the City of Westminster, CA the Transportation Project Award for our "Garden Grove Boulevard Complete Streets Project."

The corridor was known for high speed traffic collisions, unsafe pedestrian crossings, low bus ridership due to a lack of pedestrian amenities, missing crosswalks at signalized intersections, insufficient lighting, and missing curb and gutter. There was also not a single patch of vegetation in sight. This public roadway left much to be desired.

We believe that Westminster residents deserve the very best. We identified a great opportunity to improve our community and allowed ourselves to dream big. Since the project’s completion in October 2023, the “Garden Grove Boulevard Complete Street Project” provides 3 miles of new bikeways which will link to a future 2-mile additional bikeway, known as the “Mendez Freedom Trail”, along Hoover Street. The 5 miles of new high quality bikeways are added in an area with limited existing bikeway amenities in the region bound by the State Route 22 and Interstate 405 freeways. In addition to the needed infrastructure that makes the roadway safer, the area looks great with a new landscaped median that separates the protected bikeway and street.

This project was made possible by a Caltrans Active Transportation Grant, project programming support from Caltrans, Orange County Transportation Authority, and California Transportation Commission, and infrastructure contributions by OCTA’s 405 Improvement Project.

Congratulations to our amazing team! Thank you to our project team of City of Westminster, CA Public Works Department, Mark Thomas, Fehr & Peers, and DKS Associates. When detractors and hurdles arose, we fought for what was right! None of this would be possible without the individuals that tirelessly supported this effort for many years.
