Celebrating Progress: Completion of US-101 Segment 4C in Santa Barbara County

April 25, 2025

Mark Thomas is proud to have provided design services for Segment 4C of the US-101 project, delivering critical HOV lanes, improved access, and long-term regional mobility through innovative collaboration.

We had a great time celebrating the official completion of Segment 4C of the US-101 project in the County of Santa Barbara today!

Segment 4C, located in Summerland, is a critical phase of the ongoing effort to improve traffic flow and safety along the US-101 corridor between Santa Barbara and Carpinteria. This segment adds two miles of High Occupancy Vehicle (HOV) lanes in both directions, easing congestion and improving travel times during peak hours. To accommodate the new lanes, the highway was fully reconstructed, and interchanges at Sheffield Drive and Evans Avenue were reconstructed to enhance access and connectivity. Our team provided design services for this segment as part of the overall HOV widening and rehabilitation project.

The project was delivered using the Construction Manager/General Contractor (CMGC) process: an innovative approach that emphasizes early collaboration with the contractor during the design phase. This process allowed us to identify cost-saving opportunities, ultimately delivering this project on an accelerated schedule. Segment 4C plays a key role in a broader regional initiative aimed at delivering long-term savings in travel time and vehicle operating costs over the next two decades.
