Stephen Decker

Stephen brings three decades of experience leading multimodal system, corridor, and policy plans for federal, state, regional, and local agencies in California and the United States (20+ states). He has prepared rail/bus, highway/local road, ped/bike, freight, operational, complete street, transportation resilience, safe system/vision zero, emergency evacuation, equity, and technology plans, and economic/BCA, grant, finance/funding, business strategy, and project prioritization frameworks for his clients. He has focused on identifying priority projects across criteria like transportation effectiveness, equity, environmental, resilience, economic, funding, and safety. He has prepared visually appealing reports and led the full range of public and stakeholder outreach. He is currently working with agencies in California’s Central Valley, Bay Area, Greater Sacramento, Central Coast, and Greater Los Angeles regions.
