Shira brings almost four decades of experience managing transportation and municipal projects. Before joining Mark Thomas, Shira was Principal Engineer and Division Chief at Caltrans Division of Engineering Services, Districts 3 and 7. Shira has extensive experience in transportation infrastructure planning, design, construction, maintenance, and project management. His expertise includes collaborating with stakeholders, managing projects ranging from small to large and complex, and overseeing resources. He has been a design, construction, and project manager for various transportation improvement projects, from planning through final design and construction. Shira has an in-depth understanding of Caltrans standards and processes. Additionally, he has been involved in CEQA and NEPA environmental clearance on numerous roadway projects.
