Ed Noriega, PE

Ed Noriega, P.E. is a Transportation Division Manager with Mark Thomas & Company in Fresno, CA. He has 30 years of experience in municipal and transportation engineering; and is experienced in all aspects of project development from inception (PSR) to approval (PA/ED), through to design (PS&E).

He is responsible for strategic planning, marketing & business development, and managing major transportation projects in the Central Valley. He has a strong understanding of Caltrans Project Development and Procedures for transportation improvements on State Highways. As manager of the design efforts from our Fresno office, he has coordinated our efforts on many local projects including railroad grade separations, local roadway and streetscape improvements, and highway interchanges. His expertise includes project management & controls, transportation planning studies and design implementation strategies, roadway geometric design, pavement rehabilitation, grading and earth retention system design, value engineering, preparation of technical reports, construction staging and constructability reviews, cost estimates, and preparation of bid documents, utility coordination and relocation, right of way engineering, and permitting.
