Andy brings almost three decades of experience with Mark Thomas, focused on the delivery of Caltrans facilities. He has served as a project engineer on numerous highway interchange projects and roadway improvements. His experience includes geometric design, drainage design, utility coordination and the preparation of plans, specifications and estimates. Andy has a thorough understanding of the Caltrans Highway Design Manual (HDM) and American Association of State Highway and Transportation Officials (AASHTO) “Green Book.” He has used these documents to guide the design of interchange and highway operational improvements. He is also dedicated to providing detailed and complete design packages, routinely reading the preparation of contract specifications.
He is a certified Consultant Utility Coordinator by Caltrans District 4 and has coordinated utility relocations on more than a dozen Caltrans projects. Andy has prepared letters of liability, notices to relocate, utility agreements, and overseen utility relocation design.
His experience also includes developing design and plan preparation checklists and performing and managing quality control reviews and quality assurance for companywide deliverables.
