SB 101 Summerland HOV Project Honored with Statewide Transportation Award

April 28, 2026

The award-winning SB 101 Summerland HOV Project enhances Highway 101 with congestion relief, new lanes, multimodal pathways, and safety upgrades, made possible through collaboration and innovative funding.

The SB 101 Carpinteria to Santa Barbara HOV – Segment 4C Summerland Project has received the Caltrans Excellence in Transportation (EIT) Award in Category 6 – The Highway Urban. This award-winning project, delivered in partnership with the Santa Barbara County Association of Governments (SBCAG) and Granite Construction, brings meaningful congestion relief to the County of Santa Barbara through part-time peak-hour HOV lanes along Highway 101 in the unincorporated community of Summerland.

Beyond congestion relief, the project included a comprehensive rehabilitation of the existing highway, funded through a collaborative mix of local funds, Senate Bill 1 gas tax funds, and Caltrans SHOPP contributions. This diverse funding approach exemplifies the strong cooperation among project partners and supported a wide-ranging scope that includes mainline highway improvements, a local parallel bike and pedestrian pathway, coastal access parking, reconstruction of an existing interchange, removing two left-hand ramps, new auxiliary lanes, soundwalls, and improved roadway geometry.

The EIT Awards recognize excellence across transportation design, construction, operations, maintenance, planning, and system improvements throughout California, and we’re honored to be among this year’s recipients. Thank you to all our partners and team members whose collaboration made this impactful project possible.
