Mark Thomas worked closely with Placer County Transportation Planning Agency (PCTPA), Sacramento Area Council of Governments (SACOG), Capital Corridor Joint Powers Authority (CCJPA), and Caltrans District 3 in developing the Placer Sacramento Action Plan. The Action Plan area is a 40-mile corridor which includes SR 65 from Lincoln to I-80 interchange, I-80 from SR 49 to SR 51 split, and SR 51/US 50 to I-5. It includes seven incorporated cities and towns, and many communities in unincorporated Placer and Sacramento Counties.
The Action Plan analyzed and prioritize projects identified in the Placer Sacramento Gateway Plan and conducted project development on prioritized projects. It included projects geared towards increasing travel options on the corridor and developing a multi-modal transportation system that supports economic and population growth in its neighboring communities. It will be used as the framework for the implementation of and single reference point for the inter-regional transportation improvements. This long-range plan documented the near-term and long-term project priorities (the project list), traffic and congestion benefits, and strategic funding opportunities.
Mark Thomas developed the Action Plan that documented a course to efficiently use existing infrastructure, improve mobility to and from job centers, reduce environmental impacts, enhance transit services and reliability, provide non-motorized travel choices, and promote mode shift.
As part of the PSAP, three projects were identified to move forward to a Solutions for Congested Corridor Program (SCCP) Cycle 3 grant application, and we assisted with development of the grant applications.
