Mark Thomas led the design and environmental clearance for the conceptual design, ATP grant applications, environmental clearance, and final design for the Broadway Complete Streets project. The project is a culmination of years of planning and hard work by the City of Sacramento (City) to improve accessibility and revitalize this historical corridor in downtown Sacramento. The City implemented the improvements identified in the Broadway Complete Streets Plan, which included a four-lane to three-lane lane reduction, Class II buffered bike lanes, intersection modifications at key locations, pedestrian improvements, conversion of 16th Street to a two-way street, and constructing the 29th Street extension between X Street and Broadway.

Mark Thomas assisted the City in developing the Broadway Complete Streets Plan. It involved developing corridor alternatives and cost estimates based on a walking audit and a grassroots approach to public outreach with multiple stakeholders including local business owners and employees, pedestrian surveys, and outreach to local organizations (churches, business associations, neighborhood associations). With Mark Thomas’ assistance, the City applied for and was awarded $2.7M in Cycle 3 Active Transportation Funding for the construction of a first phase of the project.
