Mark Thomas led final design for the HBP-funded replacement of the Wise Road Bridge over Doty Creek, located in a rural area east of Lincoln. The original bridge was a 34-foot-long, one-lane, single-span reinforced concrete T-beam structure with a sufficiency rating of 50.0 and classified as functionally obsolete. It was replaced with a 66-foot-long, precast, prestressed, voided concrete slab bridge.

A major design challenge involved raising the roadway profile by up to 8 feet to meet hydraulic freeboard requirements. Although not under CVFPB jurisdiction, the County elected to follow CVFPB minor stream standards in anticipation of Title 23 changes. Mark Thomas worked with the County to minimize right of way impacts and avoid tree removal where possible, balancing regulatory needs with environmental sensitivity.
