Municipal/Infrastructure Special Services


At Mark Thomas & Company, we design our relationships with cities and counties to provide the most economical use of resources — working as an extension of the city’s staff or on a project basis. Our experience breadth and depth covers each aspect of infrastructure — utilities, drainage, wastewater, parks, and transportation — for new, upgrade, or improvement projects. In addition, we offer public finance expertise for developing assessment districts, completing grant applications, meeting GASB 34 compliance, and other finance issues.

Staff Extension
Working through ongoing contracts, we are able to bring cities and counties a high level of on-call engineering expertise for a wide range of projects, without the risk or commitment associated with hiring staff. Our engineers have served as the city engineers and department managers for several cities, overseeing projects as diverse as drainage master plans, underground utility design, streetscape improvements, and parks and pathway designs. Firm principal Dave Ross, for example, currently serves as manager of the Cupertino Sanitary District, a position covered by the firm for many years. Extensive resources available within our firm make it possible to configure arrangements to match needs and budgets.

Project Basis
Cities and counties are often called upon to provide engineering services they don’t have the resources to cover or for projects requiring special engineering expertise, such as bridge design, wastewater treatment facility design, or water resource engineering. We offer engineering services to meet acute demands from conceptual design through construction management.
