SR 92/Main Street, Half Moon Bay

The Project

PA/ED and PS&E phases for widening of Main Street to accommodate bike lanes and SR 92 to a 4-lane facility between Spanish Town and SR 1. This project included widening SR 92 within the city limits from two lanes to four lanes, widening and reconstructing Main Street, reconstructing the signalized intersection at SR 92 and Main Street, relocating overhead utilities underground under Rule 20A, installing new drainage facilities with a new storm drain outfall to Pilarcitos Creek, constructing retaining walls, constructing new curb, gutter and sidewalks, and acquiring Right of Way.

The Challenges

To obtain approval from City of Half Moon Bay (no growth council) and Coastal Commission; to underground utilities to beautify streets; to maintain access to businesses during construction; revised Stage Construction due to closure of the Devil Slides. The project involved many complex issues ranging from physical constraints to conflicting public opinion, including Right of Way acquisitions from 17 private property owners and converting existing overhead electric, telephone and cable services to an underground system, using PG&E Rule 20A funds.

The Results

Because of these complex issues, MTCo employed a “context sensitive” design approach to get all stakeholders on board and worked diligently with all involved to reach a consensus on project purpose, scope and definition.  Additionally, MTCo assisted the City in completing the E-76 documentation required to comply with Caltrans local assistance program requirement for federally funded projects. Rule 20A fund was utilized to pay for utility undergrounding; minimal complaints from motorists and businesses during construction; minimal delay for PG&E switchover.
