11th Street, Union City
The Project
The 11th Street Extension Project improvements consisted of a new four-lane roadway facility with an enhanced landscape median, bike lanes, street parking, generous sidewalks, street trees and both street and pedestrian lighting to encourage pedestrian activity. This project constructed the back-bone infrastructure to support the transit-oriented development (TOD) of a former PG&E and Pacific State Steel Company (PSSC) sites adjacent to the Union City BART Intermodal Station. A total of six construction packages were prepared for the improvements including early grading for PG&E relocation, construction of a pump station and detention basin, a new overcrossing over future SR 84, construction of a box culvert over open channel, sidewalk enhancements and street beautification.
MTCo provided conceptual roadway design, assisted in CEQA clearance, prepared all permit applications, prepared final PS&E and provided construction management. Project status updates and presentations to the Stakeholders at various meetings with regulatory agencies, resource agencies, developers, Citizen Advisory Committees, Action Teams, various City departments, utility companies, regional funding agencies, Planning Commissions and City Council meetings were essential to keep the project focused and on track.
The Challenges
Insufficient drainage capacity was stalling redevelopment. The development plans changed in the middle of construction and adjustments to the design had to be made.
The Results
MTCo developed an innovative solution to provide a temporary detention facility within the future depressed SR 84 corridor to handle the additional runoff from the development until the Alameda County Flood Control District installs the bypass facility when the SR 84 project is implemented. Construction change orders (CCO) were prepared to eliminate sidewalks and landscaping elements to minimize throw-away costs when the development plans changed.
