
SR 99/Grant Line Road Interchange, Elk Grove
The Project
Preliminary engineering, environmental documentation and approval, final design, right of way acquisition, and construction management to replace the existing Grant Line Road interchange on SR 99 in Elk Grove.
The Challenges
Minimizing impacts to established businesses, conforms to adjacent properties, maintaining access to those businesses during construction, right of way acquisition, utility coordination and relocation, permitting, and maintaining traffic through the construction zone.
During the project approval phase, after the circulation of a first environmental document, the community of Elk Grove initiated a campaign to incorporate as a City within Sacramento County. Following the successful incorporation as a City, a second environmental document was prepared and circulated. Shortly thereafter, the City updated their General Plan and changed the designation of Grant Line Road from a six-lane facility to an eight-lane facility, necessitating a change to the interchange design and a recirculation of an updated environmental document before final approval.
It was critical that the newly reconstructed interchange be open prior to the opening of the planned regional mall, which accelerated the design and construction phase of the interchange. The interchange construction documents were approved within 15 months of beginning final design.
The Results
More than a dozen alternatives were developed during the preliminary engineering phase. The final design was configured as a modern partial cloverleaf interchange that was modified to make the ramp intersections safer to cross for pedestrians and bicyclists. The new overcrossing will accommodate nine lanes of traffic, as well as future widening of SR 99. The existing frontage roads along either side of SR 99 were realigned to make room for the new interchange ramps.
