The Project
The Freeport Regional Water Project (FRWP) will construct a new intake structure and pumping plant located on the Sacramento River approximately one mile upstream of the community of Freeport. A new 84-inch and 66-inch-diameter discharge pipeline will be constructed from the pumping plant to the Folsom South Canal, a distance of approximately 17 miles.
The Challenges
MTCo was tasked with retracement surveys of the 17-mile corridor. This included locating right of way, easements and private property rights. This effort was coordinated with design of the pipeline and the acquisition appraisal and negotiation process. During the retracement effort, MTCo determined that the area occupied by the existing road improvements did not match the record title.
The Results
Appraisal maps were prepared to calculate areas of acquisition and assist appraisers in determining value of right of way. Over 110 legal descriptions were prepared along with the plats to accompany descriptions. MTCo also prepared legal descriptions and plats that allowed the Gerber Road right of way to match roadway improvements. To coordinate with the various participants, MTCo created and maintained a matrix showing the status of survey tasks on each property.
