Union Landing, Union City

The Project

Union Landing is a Union City administered Community Facility District (CFD) Project on a 80 acre site adjacent to Route 880. The project involved development of a master plan of roadway networks to allow cohesive commercial development of these 80 acres owned by five major property owners. MTCo provided planning services, design and construction administration to City of Union City for all infrastructures (public roadway, circulation, and utilities) and onsite engineering services to developers. In addition, Mark Thomas' President, Richard Tanaka, served on the City of Union City's Architectural Review Committee for the projects' on-site development to ensure consistency in building layout, architectural features and development circulation.

The Challenges

The most challenging element was to have infrastructure available to each individual site to allow development to occur. This was a very difficult task to evaluate the timing of each development because only one property owner was ready to proceed with the development. This project required working closely with the Union City's Redevelopment Agency, Planning and Public Works Departments along with five major property owners to achieve the City's development vision for this site.

The Results

This CFD process resulted in an orderly development of three major sites (Century Theaters/Borders/Safeway; Michael's/Petco/Linens-n-Things; Lowe's/Best Buy/Babies R Us).

This success was the development of a very flexible staging plan for the infrastructure implementation and City's willingness to change and accommodate the developers' schedule.
